To the extent that achieving development planning goals
depended on unpredictable inflows of transfer payments, the fiveyear plans were more useful as guides to intentions rather than
capabilities; 37 percent of the total financing requirements for
the 1986-90 Five-Year Plan for Economic and Social Development
(known as the 1986-90 Five-Year Plan) were to be provided by aid
and remittances. Moreover, even when full funding was available,
the economy's limited absorptive capacity prevented the government
from spending the full annual development budget.
