The Constitution of the Socialist Republic of Vietnam,
adopted in 1980, proclaims that "citizens enjoy freedom of
worship, and may practice or not practice a religion" but that
"no one may misuse religions to violate state laws or policies."
Despite the Constitution's ostensible protection of the practice
of the religion, the status of such was precarious in Vietnam in
late 1987.
