Uganda Defense Spending
From 1975 to 1985, Uganda's reported military
expenditures
averaged less than 3 percent of gross national product
(
GNP--see Glossary) and ranged between 14 and 30 percent of
government
spending. Arms imports multiplied eight-fold between 1977
and
1982, however, from about US$8 million to US$65 million,
measured
in constant United States dollars. Expenditures then
declined to
an annual average of US$11 million between 1983 and 1986
and
increased slightly in 1987. In 1988-89, the government
allocated
US$40.7 million to the military. This represented a larger
portion of government spending than in other East African
countries but substantially less in absolute terms than
defense
spending by those governments.
