In 1989 Romania maintained 180,000 men in its armed
forces, or
about 1 soldier for every 128 citizens--the second lowest
ratio of
regular military personnel to population in the Warsaw
Pact. It
compensated for this small regular force by maintaining
large
reserve and paramilitary formations.
